He served as an inspiration to all Filipino. During his lifetime, he spent many years outside the Philippines, enriching himself through education, especially in Madrid, Spain. The distance did not diminish nor reduce his love for his country. Far from his motherland, he looked across the seas to find its strength, as well as its weaknesses, in order to uplift it from the abuses of foreign rule. One of the problems and this I feel strongly, with our current approach to Rizal is that it removes him from our ability to relate. But to continue to hold that up as a reason why he should be admired is kind of ridiculous. Because of how we approach Rizal, with all these misguided attempts at humanizing him, we fail to approach him as he would have wanted: Through his ideas, his dreams, his hopes, his understanding in the Philippines, his words that inspire many Filipinos. His real words, not those carefully edited. Not the number of women he supposedly slept with. And most definitely not in the number of languages he spoke. Rizal and I shared the same belief that students must be urged by patriotic ideals and by their passionate love for their country, the Philippines, love for truth and proper values of education. Dr. Jose P. Rizal had given proof of desiring liberty for his country, and he set down as a premise, the education of the people. His teachings greatly influence in me. Like him, I believe in people power and consider myself a modern Rizal youth of today, as the hope of my motherlands tomorrow. He is very nationalistic and I want to reserve my nationalism as well. Introduction Kerala has become a model for social development with limiting improvement in an industrialisation sector. Furthermore, Kerala has undermined the broadly accepted idea that the improvement in the standard of living of people can only be achieved after the successful, rapid and steady economic development. Kerala Model of Development took on the theory that economic growth is the only way to meet basic needs of people in poverty, to raise them above poverty, and generate employment. Whats more, Kerala Model of Development improved and extended basic education, introduced better health care and land reform, as well as access to better social security in terms of pension and employment rights. These achievements come without huge investments in economic growth. Kerala has 33 millions populations and is consider as one of the poorest countries in the world. The gross domestic product per capita is just $1,000 a year -some $200 less than the Indian average. Yet life expectancy in Kerala is 72 years, which is closer to the American average of 76 and above the Indian average of 61. Keralas infant-mortality rate is among the lowest in the developing world. Nearly 98 percent of the rural population has the facility for secondary education within 6 to 8 km (Najith Kumar, K.K. George, 2009, p. 55). Also facilities of higher education and technical education are accessible to rural students in reasonable distance. Another aspect of Keralas education system is presents of the non-formal education institutions, which are offering courses. For example, the typical Keralas woman gets married at the 22 age, compared to 18 in the rest of India. On an average, women with at least an elementary education give a birth to two children less than uneducated women. Whats more, they also want a good education for their children, particularly their daughters. On the other hand, despite progress in gender equality in education, violence against women increases particularly domestic violence. A study conducted by INCLEN and ICRW on domestic violence in Kerala found that as high as 62.,3 percent of the women in Kerala are subjected to physical torture and mental harassment as compared to 37 percent and 35.5 percent at the national India level. (ICRW 2002). There are increasing reports of dowry related violence, rape and other abuse against women in Kerala (Womens Commission, 1999). This is fallow by reports of poor mental health with increase of the cases of depression found among the women. The other notable aspect of Keralas gender equality is little participation and representation women in politics, political parties and the trade union. Firstly, today the average farmer in Kerala is not engaged personally in most agricultural activities. Secondly, a substantial number of farming f amilies have non-agricultural sources of income. Instead the income comes mainly from abroad remittance or employment in Keralas highly occupied service sector, like education, public sector, etc. Secondly, agricultural, traditional economic activities, like small fishing businesses, are no longer seen as an economically virtual provider of income, an adequate return of investment. Thirdly, the existence of labour shortages together with high unemployment raised the perception that these jobs are economically worthless. Final and probably more important aspect is the low status of irksome jobs, which it seems to be no longer culturally desirable option for a young and educated generation. Nearly half of the educated women in the rural areas were unemployed. In the urban areas, more than 40 percent of the educated women were unemployed (B.A.Prakash and M.P.Abraham, 2004). Also work seekers in 80 percent had qualifications of SSLC and above. The proportion of this category of work seekers was increasing in the nineties (Economic Review, 2003). Among the professional and technical work seekers, the largest group was that of ITI certificate holders (68.5 percent). The next significant group was that of diploma holders in engineering and technology (23.9 percent). The growth in unemployment among the educated is not surprising as the employment in the organized sector grew only by 7.7 percent between 1990 and 2002. The public sector employment showed only marginal increase during the above period (1.6 percent). Though gro wth in private sector employment (15.3 percent) was relatively high, it was inadequate to offset the near stagnation in public sector employment The increasing unemployment of the educated group rises the question if is any point in government spending more funds on education, which leads only to higher unemployment. Instead Kerala government should spend more investment on creating for them job market and create education structure according to the market needs. On the other hand, despite large scale unemployment particularly among the educated population, the private demand for higher education has been increasing. It seems that high unemployment and competition among qualified population looking for jobs has led to the upgrading qualifications standards. Higher skills and qualifications, or even escalation of qualifications, are see as a securing future job. Easy access to the higher educational institutions, affordable school fee and the low transportation cost made it possible. Another factor that increases the demand for higher education, despite low rate of employment among educated people, is the relatively lower waiting period and higher compensation for better-qualified candidates (E.T.Mathew, 1995). Even though Kerala has a large unemployment, this region is still an economic migration for many unskilled, semi-skilled and skilled labours, mostly from neighbouring states like Tamilnadu, Maharashtra, Orissa or West Bengal. The migrants are replacing Keralas own leaving population on a hunt for work abroad. The way, which Kerala deals with the unemployment and lack of industrialisation is economical migration it population. According to K, C.Zachariah Migration has provided the single most dynamic factor in the other wise dismal scenario of Kerala in the last quarter of the 20th Century. It is one of the positive outcomes of the Kerala Model of Development. In Kerala, migration must have contributed more to poverty alleviation than any other factor including agrarian reforms, trade union activities and social welfare legislation (K.C.Zachariah, E.T.Mathew and S.Irudaya Rajan, 2000). The number of Kerala emigrants to other countries looking for a job increased from 230,740 in 1982 to 637,103 in 1992 and to 1844,023 in 2003. The annual remittances from the emigrants increased from Rs.13, 652 crores in 1999 to Rs.18, 465 crores in 2003 and still reasing. the remittances to Kerala from its emigrants to other countries alone were equivalent to 22-25 percent of NSDP (K.C.Zachariah and S.Iruda ya Rajan, 2004).The remittances had made tremendous impact on income distribution among regions, communities and religious groups, as well as made impact on poverty reduction. Today Keralas economy is linked more to countries outside particularly to the Gulf countries than to some of the regions within the country. Both the labor markets abroad and the remittances of the emigrants have influenced on Kerala income. Average annual remittances ranged from Rs. 536 crores during 1980-85 to Rs. 10,835 crores during 1995-2000. As a percentage of the State Domestic Product (SDP) remittances constituted, on an average, around 11 percent since early eighties to the early nineties (till the end of the fixed exchange rate system). During the nineties it increased to around 21 per cent (K P Kannan, K S Hari 2000). Today Kerala economy structure relay mostly on remintence. The share of agriculture in NSDP has come down from 39.1percent in 1980-81 to 35.7 percent in 1990-91. It came down further to 30.6 percent in 1997-98. The share of industry also came down, though only marginally. Its share came down from 24.5 percent to 24.2 percent and further to 24.0 percent during the period. Service sector was the fastest growing sector in Kerala economy. Its share improved steadily from 36.4 percent in 1980- 81 to 40.1 percent in 1990-91 and further to 45.4 percent 1997-98 (EPW Research Foundation, 2003). But the biggest flaw in this model is creating high unemployment, especially among educated population. The increasing unemployment of the educated rises the question if is any point in government spending more funds on education, which leads only to higher unemployment. Instead Karalla government should spend more on investment at economy, agriculture, and industrialisation. Ship Planning and Hazardous Cargo ABSTRACT This project aims to provide an insight of the container shipping industry, in particular the â€Å"mega-vessel†. â€Å"Mega-vessel† here is referred to as large carrying container vessel which is commonly referred also to as a VLCC (Very Large Container Carrier) or ULCC (Ultra Large Container Carrier). By doing research on the factors or/and constraints that limit the size of container vessels will give a better understanding of how the container industry has been evolving till present. We will look into seven areas which can affect the decision of constructing large container vessels. Factors or/and constraints that limit the size of container vessels are important points to look into when deciding whether or not to proceed with a decision of building larger vessels for the purpose of optimizing vessel space and achieving economy of scale. INTRODUCTION Container shipping industry has been expanding in terms of vessel size since it first came to existence in the 1950s and is expected to continue to grow gradually. In the 1960s, the so-called largest container vessel had a container capacity of 1,000 TEU then increased to 2,000 TEU for the following 10 years and so on. From then on, it has reached to the present biggest container vessel, Emma Maersk with capacity of 11,000 TEU. Now an entire industry has come into sight and therefore container terminals have become a crucial link to the chain of intermodalism. Malaccamax is referred to vessel of 21m draft permissible to pass through Malacca Strait – a major shipping route between Europe and Asia. Adding the 10% underkeel clearance, the minimum channel depth of at least 23.1m is required in port and alongside the berth. She would have a capacity of 18,000 TEU, a length of 470m and a beam of 60m. Even so, with Suez Canal planning to increase the cross-section breadth and depth over the coming years, Malaccamax will be able pass the Suez Canal in future as its current narrowest width is at 60m. With the trend towards building larger container vessels make ports even more incapable to accommodate them. Terminal advancement and dredging are some of the options for existing harbours to decide and some ports already have plans to deepen or widen its channel or berth depth. To some, this may not be feasible to construct larger vessel as not only it is a challenge to design it in a way it is safe to navigate but also gives more room for casualties like grounding and navigational error. FACTORS AND CONSTRAINTS THAT LIMIT THE SIZE OF CONTAINER VESSELS A container terminal is a facility that handles ocean-going vessels along the coastline to manage movement of cargo (container) in and out of a country. A typical container terminal consists of berths, yards, quay cranes, storage area, equipments to handle containers, gatehouse that controls the flow of containers in and out of the yard and administration building. In this section, we will look into the factors and constraints that limit the size of container vessel. Port Infrastructure – Terminal Water depth The water depth of a berth has to be deep enough to accommodate Malaccamax which is said to have a draft of 21m. Ports with shallow draft will face a problem when Malaccamax calls in the port. They may have to deepen its draft through dredging or expanding the land used for storing of containers as part of the port development. Quay length The quay length is defined by the expected size of vessel to call at the terminal. Since this research is about Malaccamax, she would have a length of 470m, thus the berth needs to have a length capacity sufficient to take in Malaccamax for loading and discharging of containers. Beam width Beam width is to be taken into consideration as part of the port development to accommodate future vessels. The entrance channel should be wide enough for her to pass through. Quay cranes are to be replaced with highly durable and that the outreach of the cranes can be extended and reach the very last row of the ship. Lifting capacity is also an important point for handling of hatch cover pontoons. Storage space To expand the landside container storage yard should be done if future large vessel like Malaccamax is to be constructed. Especially now with the no. of containers handled will be increased, most likely the port would need an extension of storage space as well as CFS (container freight station) for stuffing and stripping of containers. Another constraint that the yard can have is the dwell time – the time cargo (container) remains in a terminals in-transit storage area while awaiting shipment by clearance transportation. The longer the dwell time, the lesser containers can be handled at any one time. By expanding the storage area, will reduce the time taken to handle containers which are waiting to be transferred out. Ship’s design and cargo handling Ship structure The ship’s structure has to be able to carry more containers in cargo holds as well as on deck. It should also allow a better field of vision from the bridge to navigate the ship. The bow has to be strong enough to withstand the bow impact during the journey. It should be built with concrete frames, in a way to reduce torsional stresses and internal and external forces. Engine In today’s ship, it is equipped with one propeller, with the largest diesel engine manufactured (12 cylinders), maximum boring (980 or 960 mm), the power available is approximately 93.000 BHP (68500 kw), which gives a maximum speed of approximately 24-25 knots, which is required by industry. Now with the expansion of container ship size, one propeller is not enough to withstand the large vessel. The diesel engine should also be increased to maybe about 14-16 cylinders so that the maximum speed of the vessel can remain the same or even increase to higher knots. All designs beyond the 9,500–10,000 TEU limit require alternative propulsion, either twin screw or some kind of combination with pods or contra-rotating propellers. Using double propulsion can be another option for larger vessel like what the small draft tankers used. Capital costs, fuel costs and daily operating costs all will go up with a twin screw ship, however the advantage of using the double propulsion is that if one of the engines breaks down, the ship can still be controlled by another engine. This increases the investment and hence offsets the economy of scale incentive for bigger size. If it happens, there will most probably have to be a jump in size to compensate for the increased capital cost. To meet the SOLAS requirements for bridge visibility on such a large ship, the design envisages the separation of deckhouse and engine room. The innovative arrangement of the deckhouse in the forward part of the ship permits an increase in container capacity and a reduction in ballast water. Container lashing Lashings are essential and every container vessel will carry lashing equipments like lashing bar, turnbuckles and twistlocks used to secure containers onboard, especially in the present situation where containers are stacked as high as nine high. Even so with the securing of containers, sometimes accident happens and containers collapsed like dominos. To reduce the risk of further accidents, some ways can be adopted like considering temporary reduction in container stack heights, revised weather routeing and replacement of lashing equipment. Sometimes, lashing bars can also break. Probably the reason behind it is that heavy container is stacked onto lighter ones. This is where the job of a ship planner comes into picture. The ship planner has to plan loading of containers in a way it is safe from the loading point till it reach the discharging point. With Malaccamax coming along, lashing of containers becomes more vital and needs to be carried out in a safe manner. It has to be regularly checked and assessed and if needed, to tighten the lashing bars. Crew Crew plays an important role in ensuring that the ship is properly manned. Without crew, ships cannot sail. With regards to Malaccamax, qualification and competency of a crew is a challenge. Of course with this, they would require the best crew onboard. Simulators also need to be further advanced for bigger ships. Most vessels employ 13 crews on board, however in the case of Malaccamax, it has to be increased to do the daily routine. 13 crews onboard can’t possibly handle such a large vessel. Cargo (reefer) Usual accidents that we also hear from container vessels are loss of containers, collision, fire and some cargo claims especially with regards to reefer containers. In this case, reefer containers pose a kind of problem because it has to have power points for the reefers to operate. Power points are to be situated at one side so reefers will be placed together at a single point. Crew has to also check the temperature needed depending on its content. That is one of the reasons why reefers cannot be loaded in cargo hold. Technical constraint Cargo handling equipment (quay crane, mobile crane, gantry cranes, etc) The life span of a crane is 40 years but the useful life will not be more that 25 or 30 years. Improved and automated handling equipment is required for the ships’ turnaround time to be reduced. Port can also improve on the yard productivity to overcome the situation. Road and rail intermodal connection It is important to improve the situation in port. Currently, we are facing the common constraint in yard which is congestion. By expediting on the technology, we can utilise the container space even more by higher stacking of containers. Gatehouse can also be replaced with automated gantry that allows trucks to move in and out of the yard with less difficulty. The terminal operator can install some kind of a system that can see through the trucks for security purpose. That will reduce the employment of staff for the job and also reduce the waiting time for trucks to get in and out of the yard. Some countries have rail system where it will transport containers from one place to another place using railways. Now with more containers coming in the port, the system has to be amended for an example to use double stack or triple stack high on rail. With this kind of system, it can carry at least twice the normal no. of containers being transported by rail. Turnaround time It is obvious that the ship’s turnaround time would be slower for large vessels like Malaccamax. Therefore it is the ports’ trading speed that will attract ship owners to acquire any services needed. Ports should stay competitive especially when handling large vessels like Malaccamax since not many ports have the capability to deal with it. Container handling equipments will have an impact on the turnaround time. To reduce it, maintenance of the equipments needs to be in a regular basis so that the efficiency is maintained at a high level. To use additional cranes or faster hoist speeds and trolleys can minimise the constraint in port. IT The crippling of the port need not be through the destruction of physical assets—it can also occur through the disruption of the information systems controlling port flow. Only a sophisticated information network management system can allow the port to manage the volumes and complexity of handling different cargoes all at once. As the hub ports grow bigger, even more information needs to be processed and disseminated. This makes the hub ports—and the entire maritime shipping structure—even more vulnerable to disruption of the information network itself. Operational cost When we talk about Malaccamax, being the future largest container vessel to be constructed, surely all sorts of costs will increase especially the bunker cost. With twin engine usage and heavy deadweight will consume more bunkers. With the maintenance of ships’ engine, other equipments and all as part of the operational cost, it would definitely increase as compared to smaller vessel of say 8000 TEU. Speed of a ship is of critical importance as ship will enjoy economy of scale when she is at sea. When in port, capital cost will start building up. CONCLUSION The growth of vessel size and the development of hub ports are the result of the search for efficiencies and profit by private businesses competing in a fierce shipping market. The growth in demand for container ships is required to provide employment for the rapidly expanding container ship fleet. When talking about business, of course risks are involved and when times are bad, the container ship industry will be greatly affected especially with the economic downturn crisis at present. Although the container ship is a type of reliable ship, the rapid development of new bigger designs and the increasing value of the cargo call for a more proactive approach in order to deal effectively with the hazards currently associated with container ships. The industry as a whole must focus on these issues and find suitable solutions. Differring Religions Each religious group possesses its’ own individual world- view. Two groups, which vary a great deal when reflecting upon their world-views are the Native Americans and the Puritans. While one group holds one set of standards and beliefs to be true, the other group abides by a completely opposite set of ideas. The Native American religion functions using its’ own world –view. Unlike in Western religions, the Native American religion does not have certain places in which they need to be more religious than others do. In the Native American religion there is no notion of essential monotheism. There is no one true god in their religion; therefore they are free to have open-ended worship. The Native American religion is also made up of a pluralist belief. This means that different tribes have different myths and rituals, although they are all part of the same religion. In the handout, â€Å"Franciscans and Indian Revolt†, the idea that the world-view of Native American religion differs from many others is evident. The main conflict in this reading is that men dominate most positions in religious power. The Shaman, the Native American religious leader, manipulated the people through rituals and trances. He was said to possess supernatural powers. The Shaman was both feared and admired by the Native Americans. He was known to have the ability to either heal a sick man, or kill him. It was these types of powers, which set him apart from the Jesuit priest in the reading. Originally the Native Americans despised the entire Jesuit religion. The hated their clothing, their ideas, the way they went about their lives, etc. However, the Jesuits immunity to disease made the Native Americans take notice of them. It was through this that they began to admire their â€Å"powers†. The Native Americans saw the Jesuits as sorcerers, just as the Jesuits saw them. The Jesuits ritual of baptism made the Indians believe that Jesuits had the power to ki ll people with water. The Jesuits were also able to read and write, which greatly impressed the Native Americans. In the reading â€Å"French Views of Native Americans†, the Native-Americans are described as â€Å" they are I say, savage, haunting the woods, ignorant, lawless and rude.† They reading continues to go on referring to them as wanderers and basically a senseless use of human life. The French formed these opinions of ... ...one God. The Native Americans do not hold the idea of monotheism true, while the Puritans strictly believe in it. This is discussed throughout the reading â€Å"A Model of Christian Charity†, along with the Puritan system of a covenant. It restates the idea of obeying one God, and following the ideas of the covenant along with the commandments. It also discusses the vital need for a close knit community, yet another Puritan belief. As written in the text, â€Å" every man might have need of other, and hence they might be all knit more nearly together in the bond of brotherly affection.† This is simply the idea of having a community, which is a main factor in Puritan life. There are many differences, which separate the Native American religion from the Puritan religion. Their God, their way of life and their belief system take two different paths. One group has a set of ideas which they feel are correct and appropriate to live by, while the other group has world-view s which they expect are the right ways to follow the religion in which they believe. The Puritan religion and the Native American religion may have very little, if nothing, in common, however they both served their people well.

Hemingway a bright and simple man. A man who writes stories with characters who control their emotions or don’t complain about what’s going on in their life, other wise know as being stoic. People who seem to come to life when they show grace under preasure, have dignity for themselves and are committed to play by the rules. Four characters of Hemingway who show and have all these traits other wise know as the code of honor are Manuel Garcia, Francis Macomber, Ole Anderson, and an Old Waiter who is unnamed.   Ã‚  Ã‚  Ã‚  Ã‚  Manuel Garcia is a man who enjoys bullfighting. He tries to convince others as well as himself that he’s still an incredible bullfighter. He’s given a chance to prove himself worthy by a little man named Retana. When Garcia is given this chance he takes advantage of it and asks Zurito, an old friend and skillful bullfighter if he will â€Å"[pick] two bulls for [him] tomorrow night,† (The Undefeated). Zurito is persuaded to pick two bulls for Garcia, but Zurito explains that â€Å"if [he] [doesn’t] go big tomorrow night [he’ll] quit,† (The Undefeated). Garcia has shown that he has the courage to bullfight once more despite his age. The day Garcia has been waiting for came; the bullfight that will determine whether or not he’s as good as he says. He enters the arena confident, but not all goes as he had planned. As the bull fight begins Garcia’s sword flies from his hand and is thrown into the audience. Garcia looks around for his sword, only to have it thrown at him. Despite another misfortune, this code hero keeps his grace under pressure when cushions and the sword are thrown at him by thanking them and bowing. Some metals such as iron and steel oxidize when they are exposed to humidity and water thus forming corrosion known as ferric oxides (Roy, 2009). Corrosion has destructive potential if left untreated (Stahl, 2005). Knowing what metals are prone to corrosion is an important issue to take notice about because corrosion happens all around us including possessions that belong to us. It is necessary for industrialized cities to estimate the cost of such devastating nature of corrosion (Newman, 1994). Much of money are spend each year to replace equipment that are corroded, in the United States alone, corrosion causes about $276 billion each year. Rusts are produced when iron converts to Fe 2+ ions and subsequently reacts with hydroxide ions within the water (Roy, 2009 and N/A, 2006). How Significant a Role Do Multinational Corporations (Mncs) Play in Today’s Uk Economy in Terms of Their Impact on Employment Relations (Er) and Labour Conditions?

How significant a role do multinational corporations (MNCs) play in today’s UK economy in terms of their impact on employment relations (ER) and labour conditions? This is the question the paper attempts to evaluate through drawing on academic literature and empirical evidence from the 2004 Wers survey. The first section profiles MNCs in the UK, currently dominated by US and German firms. Following this, there is a brief analysis of employment relations in the UK. The third section reviews literature from leading commentators on the subject, highlighting contrasting views and evidence of foreign IR and ER practices. The fourth section looks at key factors that influence the way labour is managed within MNCs subsidiaries. The country of origin effect, the home country effect, the global dominance effect and a global interaction effect as identified by Edwards and Ferner. This is important to assess to what extent MNCs use these factors in the management of labour. Finally, a conclusion will be drawn and a consideration whether MNCs have diffused home country employment relations practices to their UK foreign subsidiaries and if they have affected labour conditions for the UK workforce. Introduction Foreign direct investment (FDI) as a percentage of GDP (Ferner Industrial) in the UK is the highest of any developed country in the world. Since the deregulation of the labour market in the 1980’s the UK has seen a rise in foreign owned companies. According to the WERS 2004 survey, 19 per cent of private sector workplaces with 10 or more employees had some degree of foreign ownership, an increase of 4 per cent on the 1998 survey. Similarly, a rise from 8 per cent to12 per cent of companies were predominantly foreign owned and controlled. For what reason do MNCs choose to set up subsidiaries in the UK? Could it be to take advantage of the nature of the 1 open and deregulated national business system and transfer home country ER practices? Margaret Thatcher and the conservative government came to power in 1979 and in favour of capital markets rather than labour markets; legislations were put in place to weaken the power of unions. The national business system has changed dramatically resulting in an institutionally weak British system. These factors have altered the employment relationship, weakening the statutory and long established support for collective representation. A small proportion of the UK workforce is now covered by collective bargaining (McDonalds) in the employment relationship, although remains the principal form of pay setting (Primarily in the public sector). Union membership has decreased from 13. 2 million members at its peak in 1979 to 6. 7 million in 2005 and union density1 has declined from 32 per cent in 1995 to 29 per cent in 2005. Commentators suggest that MNCs are an important source of innovative work practices, such as a specialist HRM functions. Moreover, that they are able to transfer business models from parent companies, the ‘country of origin effect’ to UK subsidiaries with relative ease. This has been described as a ‘forward diffusion’ of practices. However, evidence suggests that some MNCs, dependant on their country of origin, will adhere to the host country practices even though they conflict with the parent companies policies and practices. This will be explored in more detail further into the paper. The following section of the paper will profile MNCs in the UK. Profile of MNCs MNCs are not homogeneous but are now heterogeneous and are spread across sectors, although are dominant in the fast food and manufacturing industries in the UK. They stem from the US, Europe and Asia. The US is dominant with 25 per cent of total FDI to the UK followed by Germany (Bach) with 21 per cent. Foreign subsidiaries employ 18 per cent (Warwick) of the workforce in the production sector in the UK and the incidence of foreign-ownership of UK workplaces has risen since 1998 (Wers 2004) by approximately a quarter. They tend to have commonality it its products and services across its subsidiaries with 52 per cent (Warwick) having an international product. It could be argued that for these reasons they have significant economic and political power and the potential to significantly impact UK employment relations and labour conditions. Employment Relations and Labour conditions in the UK Throughout the 1980’s the Thatcher government and the neo-liberal labour movement stripped unions of their power, collapsing the traditional IR pluralist system under the previous labour governments. Historically unions played a powerful role in the UK economy, with the emphasis on centralised collective bargaining over the employment relationship. Union recognition and membership has since been on the decline. Although, sectorial shifts from manufacturing industries were unionization was predominant to an increase in the services sector is a possible conclusion. Moreover, the increase in small enterprises were unions find it hard to organise is another possible answer. It is evident that unionisation in the UK has lost its appeal and there is a marked shift towards alternative means by firms to regulate the employment relationship. The emphasis is shifting away from the pluralist view to the unitarist view on the role of the individual. Successive Labour government under Tony Blair 3 supported the regulative reforms of the conservative government, although amended the union recognition procedure. This stipulates that unions must be recognised in a workplace if there is a majority consensus of employees. The UK is now under EU directives, most recently the information and consultative directive (ICE) which came into force in 2005. This stipulates that companies with more than 1000 employees must establish a works council. This gives the workers rights to information and consultation on company decisions. Employees are also protected by many employment legislations in areas such as discrimination, unfair dismissal, minimum wage and working time regulations, directives from both the EU and the UK. With the general trend away from union involvement and collective agreements there has been a rise in union substitution strategies in the form of HRM policies in domestic firms. ER in Foreign Subsidiaries The following section reviews business systems of different countries that have foreign subsidiaries in the UK and their stance towards trade unions and practices and policies on employment relations. The US is similar to the UK with respect to the national business system. The framework for union representation in the US is weak and the support for collective bargaining is declining. Throughout the 1990’s unionization rates have declined rapidly from 30 to14 percent (Policies) in US firms leading to widespread non-unionism and anti-unionism. Do US firms then transfer this stance to their subsidaireis? One argument is that many US MNCs, especially in the services sector, with low paid, low skilled workers will use strong union avoidance strategies, the ‘low road’ approach to industrial relations. McDonalds is a key example of this with union membership (MCDonalds) bordering at zero. UK 4 unions find it impossible to organise in the company. According to Royle, a possible reason is the strength of the corporate culture disseminated by management. The chief executive of McDonalds stated that ‘unions do not bring much to the equation of the company’s philosophy of service and employee motivation’. To many US MNCs unions are seen as conflicting with their corporate strategy, the philosophy geared towards shareholder value. This gives them the competitive edge in terms of financial markets in the ever increasing globalising world. However, this has only been observed in certain sectors and it is argued that strong anti-unionism is only existent in few MNCs. If it is existent then exploitative HR policies are commonplace (Policies) which is a ‘Bleak house’ model. Non-union US MNCs use innovative union substitution polices, introducing incentives such as favourable pay and conditions to gain commitment from employees. US firms are characterised by centralised decision making and formalised procedures stemming from the HQ. There is a high degree of employee participation involving direct communication and individualised HR function and pay is predominantly performance related. In contrast to the US and UK, Germany has a strong institutional framework to protect the rights of workers. Collective bargaining in firms is under the force of the law (Royle) and 80 to 90 per cent of the workforce is covered by collective agreements. Conversely to the US, German MNCs tend to adapt to their host country environment, not recognising unions in their subsidiaries, which is divergent to their home country practices. 5 Influences on Labour Management According to Ferner and Edwards there are key influences that affect the way labour is managed in MNCs. Firstly, the ‘country of origin’ effect as mentioned earlier. This is when the MNC exerts its parent company’s management style to their foreign subsidiaries. This contends that MNCs transfer ER practices to subsidiaries in order to converge the firm’s practices and policies across international boundaries. This comes under the convergence theory, were globalisation is pressurising companies to standardize ‘best practice’ policies across its international operations. According to Bach, the pace of convergence is increasing with growth of international trade and integrated financial systems, resulting in the erosion of distinctive national differences in the field of ER and industrial relations. This theory is argued by Traxler, who states that national differences remain intact and national variances will always occur due to differing cultural approaches. This is important as it determines the way employees are managed. Autonomy is not left to the subsidiary and policy making is in the hands of the parent company. This is evident in the report by Warwick that identified 61 per cent of MNCs having a worldwide philosophy on the management of employees. With a loosely regulated framework in the UK it is possible for MNCs do ‘forward diffuse’ certain practices and are able to circumvent the national business system if it is in their interests. The characteristics of a flexible workforce and the ease of dismissal in the UK is an example. This is taking advantage of the host country’s business system. Whether this is a positive or negative impact is dependant on the parent company’s country of origin, the culture of management and the sector of operations and of course their strategic objectives. The extent to which they are able to impact on UK ER through the country of origin effect is questionable. US MNCs 6 are the most likely to diffuse home country practices such as union avoidance and antunionism, as evidence suggests. It is argued that US MNCs will challenge traditional pluralist industrial relations. Although, it is evident that union recognition has been declining in the UK over the last twenty years so to suggest that US MNCs are at the forefront of this change is unsound. Companies are finding alternative methods of managing the employment relationship without the need for intermediaries (unions). A further example of forward diffusion is that of Japanese work practices transferred in the 1980’s. Renowned for the innovative work practice of lean production which was successfully transferred to their UK subsidiaries in the manufacturing industry. The ‘host country effect’ is when the MNC is influenced by the country of operation. Certain factors attribute to the extent to which subsidiaries adopt host countries practices. The regulatory framework of the UK is weak compared to its European counterparts so; therefore, open to MNCs devising policies to suit their strategies and the environment. The global dominance effect is associated with how dominant the MNC is and its country of origin in the global economy. It may either enable or constrain (Edwards, Ferner) MNCs to implement ER practices to foreign operations. This has an effect alongside the home country effect. The US is dominant in the global economy thus its practices of ER are seen as influential and innovative, as did the Japanese form of work organisation. There is evidence to suggest that European countries will adopt such characteristics of this liberal model in order to compete effectively in the ever increasing competitive global economy. The US has brought specialised HRM practices, such as recruitment and training and implemented them across foreign sites. 7 The global integration effect is when the MNC is globally integrated on their policies thus becomes one powerful global company. The best practice to standardise all operations in order to meet their oibjectives. Conclusion It is apparent that MNCs have the economic and political power to impact UK employment relations and labour conditions. Foreign direct investment is crucial in ensuring a progressive economy and creating employment. Margaret Thatcher favoured capital thus deregulated the labour market to encourage FDI. The institutional framework of the UK is now weak and open to the transfer of MNCs IR policies. There is evidence that foreign companies will take on union avoidance strategies but there are few that openly challenge the UK IR system. A possible reason to adhere to the national system could be to ‘keep the peace’ with employees and to maintain good community relations within the areas they operate. The UK environment is such that models of unionism, non-unionism and the ‘Bleak house’ exist in MNCs in the UK and that a cross fertilization of these strategies are forming. There is little impact on the UK framework for IR as it is already evolving from collectivism since the 1980’s towards individualism. Although, there is an increase in the services sector were MNCs are dominant and non-unionism is the preferred strategy. The global dominance effect is a crucial factor on the impact of employment relations in the UK. This is closely related to the country of origin effect and global integration effect. The US at present is the most dominant. The main emphasis is now geared towards the shareholder and a short-termist view is the leading strategy. This is impacting on the labour force as MNCs will use their power to dismiss employees if 8 the strategy is focused on shareholders returns. ER is fairly regulated in the UK, workers are protected by legislation, although MNCs do have the power to circumvent some areas. However, there is evidence that they have been influential in terms of HRM in the UK. There impact can be seen in other foreign subsidiaries and indigenous MNCs in creating specialised HR. The main issue is the speed of globalisation and firms will want to compete in countries that have a weak institutional framework, as capital is favoured compared to labour.
